Developed an infrastructure allocation tool for investments in poor countries, and provided a GIS-based and Excel-based simulation tool for utilities and regulatory agencies in Mali and Niger to assess the need for, and impact of, the expansion of their networks, as well as untapped demand among the poor for their services
